Ó̌s Rá́ńä Nêōw has a yearly average temperature of 8°C (46°F), with its average temperature during the summer being a pleasant 21°C (69°F) and its average temperature during the winter being a freezing -5°C (23°F). Ó̌s Rá́ńä Nêōw receives an average of 286 cm/y (112 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Ó̌s Rá́ńä Nêōw covers an area of nearly 5 km2 (2 mi2), and an average elevation of 2534 m (8313 ft) above sea level.
Overview
Ó̌s Rá́ńä Nêōw was founded durring the early 14th century in winter of the year 1315, by Shegfê Trgfêm Gadsmesî. The establishment of Ó̌s Rá́ńä Nêōw was plagued by a lack of willing colonists. After attempts to pay people to resettle failed Shegfê Trgfêm Gadsmesî struck deals with nearby nations and communities to establish Ó̌s Rá́ńä Nêōw as a prison colony.
Ó̌s Rá́ńä Nêōw was built using the conventions of Goblin durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Ó̌s Rá́ńä Nêōw is no diffrent. The town's buildings feature masoned stone construction which prominantly features pointed arches, pointed ribbed vault cielings, flying buttress', and window tracery all of which share a simmilar gemoetetic patern halfway between organic and inorganic in design formaing a very distinct aesthetically integrated style. BUildings tend to reach for the havens, and more expencive homes are easily identified by their floor count as well as the addition of decorative features intigrated into the building's design such as statues, gargoyals, and embelished joinery.
Ó̌s Rá́ńä Nêōw is buildings are speckled and packed arround crampt split-log ties streets with seemingly no patern to them. It appears as if the town's residents simply built streets as they pleased and squeazed buildings in wherever and howeave rpossible, creating an organic, frustrating to navigate, maze of a town. The town lacks any defencive features, though certainly constructing even a simple fence or digging a ditch is at the forefront of the 's mind. At least, one would hope so.
Ó̌s Rá́ńä Nêōw has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Ó̌s Rá́ńä Nêōw ’s existence was once fed by scholarly pursuits. But the income once drawn in by the works of scribes and academics has dried up and the town is drifting down the stream of history as it dries up. Everywhere about the town one can see abandoned schools, libraries, and other academic structures. Locals can be overheard having academic discussions, as well as talking about scholarly subjects in general. It’s quite clear the town places a lot of value on education and being a learned individual. Even in these times.
Civic Infrastructure
Ó̌s Rá́ńä Nêōw has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Ó̌s Rá́ńä Nêōw. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Ó̌s Rá́ńä Nêōw's parks.
Ó̌s Rá́ńä Nêōw has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Ó̌s Rá́ńä Nêōw.

Ó̌s Rá́ńä Nêōw has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Ó̌s Rá́ńä Nêōw's natural decorations nor waterways.
Ó̌s Rá́ńä Nêōw has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Ó̌s Rá́ńä Nêōw has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Ó̌s Rá́ńä Nêōw's town hall was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.
In Ó̌s Rá́ńä Nêōw during thunderstorms, with each flash of lightning, everyone sees different monsters from the corner of their eyes.
The Freezing Flow near Ó̌s Rá́ńä Nêōw are known to be more aggressive than normal.
